Background
Sustainable Urban Mobility Plans (SUMP) are a cornerstone of European policy for sustainable mobility in urban areas. They aim to meet local mobility needs and improve quality of life by strategically addressing challenges such as climate change, air pollution, noise, congestion, and road safety. The revised Trans-European Transport Network (TEN-T) Regulation strengthens the role of SUMP, especially for the urban nodes in the EU.
Baden-Württemberg systematically supports municipalities in planning and implementing climate-friendly mobility. With the Climate Mobility Plan (German: Klimamobilitätsplan), the state has developed a regional instrument aligned with the European SUMP – complemented by a concrete climate goal and an innovative funding logic. With a so-called ‘climate bonus’, Baden-Württemberg rewards the implementation of transport measures from a Climate Mobility Plan that complies with the state’s climate targets with a higher funding rate.
The event focuses on the Climate Mobility Plan as a successful implementation example of the European SUMP and highlights success factors, challenges, and impulses for sustainable mobility planning with concrete practical examples from Baden-Württemberg and the French region Auvergne-Rhône-Alpes. Key topics include the contribution of SUMP to achieving regional and European climate targets, possible economic benefits through SUMP for municipalities, the characteristics of SUMP from municipal associations in rural areas as well as connections to the EU Mission for Climate-Neutral and Smart Cities and the TEN-T Regulation.
